Proposed new qualification - New Zealand Certificate in Community Housing (Tenancy Management)

Toitū te Waiora is seeking feedback on a proposed new qualification: the New Zealand Certificate in Community Housing (Tenancy Management).  

This qualification is designed to meet the growing needs of the community housing sector by equipping workers with the skills, knowledge and behaviours needed to establish and manage tenancies, and to provide holistic support that enables tenants to sustain their housing. 

Developed in collaboration with Community Housing Aotearoa and supported by sector stakeholders, this qualification reflects current best practice and the aspirations of the sector. 

What the qualification covers 

Graduates will develop competencies in: 

  • Communicating effectively with tenants, whānau, and support networks in culturally responsive ways 
  • Applying Te Tiriti o Waitangi and understanding the impacts of colonisation, land loss, and intergenerational trauma 
  • Practicing self-awareness, reflective practice, and personal wellbeing 
  • Supporting a professional, safe, and high-quality housing environment 
  • Establishing and managing tenancies in line with New Zealand legislation 
  • Applying legal, operational, and property management knowledge 
  • Coordinating maintenance of residential properties 
  • Resolving tenancy disputes, including use of third-party support 
  • Producing clear, audience-appropriate documentation 
  • Managing workloads and fostering collaborative relationships
