Consent and Moderation Requirements - Review Update

The Consent and Moderation Requirements (CMR) 0024v10 was submitted to NZQA for approval on 18 June 2025.  This application was to update the CMR documentation, to create a single CMR for all our industry sectors, and to develop a more accessible document that reflects current industry needs.

The main changes from the consultation and review resulted in the following:

  • Updated to the current NZQA template and no longer specifies the unit standards it covers
  • Updated to include all Toitū Te Waiora industry sectors into this CMR (0024v10)
  • Focuses on assessor and tutor/teaching requirements rather than programme content and requirements
  • Includes minor changes to moderation requirements
  • Has been edited for clarity and consistency
  • Agreement with Ringa Hora Workforce Development Council that cleaning unit standards will be moved from this CMR as part of the next unit standard review.

A request for further information was received on 29 July from NZQA.  The ensuing conversation with NZQA was that they could not approve CMR 0024v10 with the eight included appendices.  This effectively meant that all other CMRs would require an individual submission.

Currently Toitū Te Waiora has 11 CMRs (0003, 0035, 0121, 0045, 0039, 0100, 0135, 0223, 0230, 0007). The transfer of standards from other CMRs onto CMR 0024 as the main CMR will occur as standards are reviewed.  Meanwhile, Toitū Te Waiora will leave the CMRs in the old template unchanged.

All review documentation where CMR0024 incorporates all other industries has been preserved for transfer to the new Industry Skills Board.

The revised CMR 0024v10 was approved on 20 August 2025.
