Consultation on Draft Consent and Moderation Requirements

We are inviting you to share your feedback on our draft Consent and Moderation Requirements. Your perspectives are important in helping us refine these requirements and ensure they are clear, practical, and aligned with the needs of our industries.

Each CMR document covers the requirements which Tertiary Education Organisations must meet to assess against the specific unit standards and skill standards, and the national external moderation process that organisations with consent to assess need to engage in.

There are currently 10 CMRs, the Toitū Te Waiora plan is to have one core CMR for all Community, Health, Education and Social Services industries, with separate appendices stating specific industry-related requirements.

We want to be sure that the Toitū Te Waiora CMRs:

  • accurately reflect Toitū Te Waiora quality assurance and moderation requirements
  • provide the current and relevant criteria to deliver and assess unit standards and skill standards developed by industry
  • are clear and easily understood.

The draft CMR document and appendices can be accessed below.

You can submit your feedback through this link here Draft Consent and Moderation Requirement (CMR) Document Survey

The deadline for submitting feedback is Friday 4 April 2025.

We will carefully consider all feedback received and provide a summary of the feedback and responses.

We appreciate your participation in this process.
