New Qualification Approval: New Zealand Certificate in Community Housing (Tenancy Management) (Level 4, 120 credits) December 9th, 2025 We are pleased to announce that NZQA has approved the New Zealand Certificate in Community Housing (Tenancy Management) (Level 4) [Ref: 5592]. Developed by Toitū te Waiora in collaboration with Community Housing Aotearoa and supported by sector stakeholders, this qualification is designed to meet the growing needs of the community housing sector by equipping workers with the skills, knowledge and behaviours needed to establish and manage tenancies, and to provide holistic support that enables tenants to sustain their housing. Why was this qualification developed? This qualification was created in response to sector demand for workers who can manage residential tenancies effectively while supporting the diverse needs of community housing tenants. This qualification reflects current best practice and the aspirations of the sector. Graduate Profile Outcomes Graduates will be able to: Communicating effectively with tenants, whānau, and support networks in culturally responsive ways Apply Te Tiriti o Waitangi knowledge within community housing practice. Demonstrate professional practice and leadership that supports safety and quality. Establish and maintain residential tenancies in line with legislation. Manage maintenance of community housing properties. Resolve tenancy conflicts, using third parties when appropriate. Produce clear and accurate tenancy-related documentation. Manage workload and collaborate with others to support effective service delivery. What’s next? The qualification will be published on the NZQA website shortly. The next scheduled review is 31 December 2030, ensuring the qualification remains responsive to sector needs, legislative changes and the evolving context of community housing in Aotearoa New Zealand.
