Proposed review changes to the New Zealand Certificate in Offender Management (Level 5) [Ref: 3877 V1]

Toitū te Waiora has completed its initial public consultation for review of the New Zealand Certificate in Offender Management (Level 5) [Ref: 3877 V1]. In overall terms, the Certificate has been found to be fit-for-purpose.  The review has highlighted some areas that require reasonably minor amendments.

The purpose of this qualification is to provide the Offender Management sector with individuals with the skills and knowledge to be responsible for the efficient and effective operation of a particular unit or area within a New Zealand prison site. Graduates of this qualification will be able to take responsibility for the overall management of staff and prisoners within the unit or area. The qualification is for people who are employed as or aspire to become Principal Corrections Officers or an equivalent role in a New Zealand prison environment. The purpose of this qualification is to provide the Prisoner Management sector with individuals with the skills and knowledge to be responsible for the efficient and effective operation of a particular unit or area within a New Zealand prison site. This qualification builds on the skills, knowledge and attributes of a graduate from the New Zealand Certificate in Offender Management (Level 4) [Ref: 2659]. Graduates may progress on to higher level qualifications in fields such as Compliance, Public Sector Leadership or Business and Management. This qualification builds on the skills, knowledge and attributes of a graduate from the New Zealand Certificate in Prisoner Management (Level 4) [Ref: 2659]. Graduates may progress on to higher level qualifications in fields such as Compliance, Public Sector Leadership or Business and Management. Change from ‘offender’ to ‘prisoner’.
Graduates will be able to work in varying prison management roles in the Offender Management Sector, private and/or public, such as a Principal Corrections Officer. Graduates will be able to work in varying prison management roles in the Prisoner Management Sector, private and/or public, such as a Principal Corrections Officer, Principal Corrections Instructor, SERCO Supervisor or a role in operational leadership. Change from ‘Offender’ to ‘Prisoner’. Inclusion of ‘Principal Corrections Instructor’, ‘SERCO Supervisor’.
Evidence may include: · Regular monitoring of learner progression within either the TEO or in the workplace including liaising with employers, teaching staff, training supervisors, and industry managers about the value of the training to graduates, and qualifications to the business. · Feedback from a representative range of employers, employers’ associations, and relevant industry bodies to ensure their members involved in the plumbing sector are satisfied with the qualification graduates. Regular cross-industry meetings (Industry Advisory Groups) where the changing training needs of the industry can be discussed in light of technology changes, workplace practices, and graduate capabilities. · Surveys of graduates and employers to determine if the graduates are appropriate for the workplace. · Providing an alignment matrix of programme outcomes or unit standards against the qualification outcomes. Programmes leading towards the award of this qualification must take into consideration the New Zealand prison environment and applicable legislation, which includes but is not limited to: Health and Safety at Work Act 2015 requirements; Corrections Act 2004; Corrections Regulations 2005. Programmes must align to best practice documentation for the industry and use relevant technology, legislation and current policies and procedures. Replacement paragraph of ‘Programmes leading towards the award of this qualification must take into consideration the New Zealand prison environment and applicable legislation, which includes but is not limited to: Health and Safety at Work Act 2015 requirements; Corrections Act 2004; Corrections Regulations 2005’. Changed to be more generic to allow for the most current to be used at all times.
