Toitū te Waiora is committed to improving outcomes for priority learners, including disabled people. We know disabled people are working in the industries we support, and that many more disabled people would like to be part of the workforce. Population statistics from the Labour market statistics: June 2024 quarter report show us the size of the employment gap for disabled people in Aotearoa:
We also know many disabled people would like to have better opportunities and support in their education, with disabled learners in tertiary education reporting significant challenges in the recent Let’s Get Accessible report (National Disabled Students’ Association, 2024).
The creation of our Disability Action Plan confirms our commitment to support the inclusion of disabled people, including being able to participate in the workforces they choose and access the support they need in education.

Our Disability Action Plan focuses on how we can support disabled learners who may undertake our qualifications, the providers that deliver those qualifications, the industries we support, and Toitū te Waiora kaimahi. The actions described in our plan will support us to improve our products and services, as well as our workplace, to become more accessible and inclusive.
Implementation of actions under our plan are underway – we have completed disability capability training for all our kaimahi and are progressing the creation of new qualifications and standards. During the first six months of 2025, we will complete the rest of our initial actions under our Plan. We will provide an update on this page as projects are realised, and let you know when new resources are made available.
