Public Health and Health Promotion Qualification Review

Toitū te Waiora is conducting a review of the New Zealand Certificate in Public Health and Health Promotion (Level 5) [Ref: 1865] in the first half of 2025.

Why is this important?

All qualifications listed on the New Zealand qualifications framework must undergo regular review to make sure they still meet the training needs for workforces in the relevant sector or industry.   

Last year we completed a review of the seven other health and wellbeing qualifications. This public health and health promotion qualification is the final one in the suite scheduled for review. 

The recent COVID19 global pandemic may have exposed workforce training gaps or highlighted opportunities for workforce skills and knowledge that were previously not considered. Now is the time to address those gaps and opportunities.

Latest updates

Toitū te Waiora is pleased to advise that the sector survey feedback has been analysed, and we have made some iterative changes to the qualification. The proposed changes are outlined below, along with a tracked changes version of the qualification and a clean copy.  The current qualification can be viewed on the NZQA website here.

We are now seeking your final comments on this updated version of the qualification before we submit it to NZQA for listing on the NZQCF.

Consultation is open for two weeks and will close on 11 April 2025.

Strategic Purpose Statement:

One word added to better reflect the intent of improving equity described in Graduate Profile.

 

Graduate Profile:

  • GPO 2 – Sentence reorganised to bring the active verb to the forefront of the outcome.
  • GPO 3 – Sentence reorganised to bring the active verbs to the forefront of the outcome. Te Tiriti o Waitangi used for currency. Second occurrence of New Zealand removed as redundant.
  • GPO 4 – Language to describe methods of engagement updated.
  • GPO 5 – Redundancy removed and ‘practice’ broadened to include health promotion.

 

Education pathway:

  • Relevant level 4 certificate added as a source qualification.
  • General conditions for the programme:
  • A new set of guiding competencies added to inform programme development.
  • Updated generic content to ensure consistency across the suite of related qualifications.
