Update on Beauty Services Qualifications Review 2025 May 9th, 2025 In 2022, Toitū te Waiora completed a scheduled review of the six beauty services qualifications. Initially, it was decided that the next review would take place in December 2025, instead of the standard five-year cycle. However, with the Government’s decision to disestablish all Workforce Development Councils by the end of 2025, Toitū te Waiora has reassessed this approach. To provide greater certainty and reduce pressure on providers during this period of sector transition, we have decided to revert to the full five-year review cycle (December 2027). As a result, Version 2 only of the following qualifications will be affected (links provided to NZQA qualification documents): New Zealand Certificate in Nail Technology (Level 4) [Ref: 3443] New Zealand Certificate in Beauty Therapy (Level 4) [Ref: 3444] New Zealand Diploma in Beauty Therapy (Level 5) [Ref: 3445] New Zealand Certificate in Spa Therapies (Level 5) [Ref: 3457] New Zealand Certificate in Specialised Epilation Therapy (Level 6) [Ref: 3458] New Zealand Certificate in Specialised Skin Care Therapy (Level 6) [Ref: 3459] This decision supports our ongoing commitment to the beauty services sector by ensuring stability and avoiding unnecessary disruptions during a time of change.
