Toitū te Waiora Industry Stakeholder Survey insights to help inform transition to Industry Skills Boards (ISBs)

The latest Toitū te Waiora stakeholder survey has provided valuable insights that will be shared with the new ISBs once established on 1 January 2026. 

Workforce Development Councils are being disestablished on 31 December and planning is underway for the transfer of functions to the ISBs.  

As part of our reporting obligations to the Tertiary Education Commission on Vocational Education and Training (VET) System Outcome Measures, we surveyed stakeholders in March 2025 to gather feedback on our engagement efforts and insights into how we could improve their experiences with us. 

With a response rate of 28 percent, industry stakeholders gave an average satisfaction rating of 4.3 out of 5. 

Eighty five percent of key industry and Māori stakeholders agreed their priorities are understood and effectively communicated by us and 75 percent said they were confident graduates holding Toitū te Waiora qualifications will have the relevant skills their sectors need in the future.  

Open-ended feedback highlighted the professionalism and sector knowledge of our kaimahi and culturally grounded engagement as key strengths.  

A small number of stakeholders did ask for clearer and more timely communications, process clarity and continuity during the move to ISBs. Work is already underway to address this.

The feedback gathered will provide a valuable snapshot of stakeholder sentiment and expectations and will support a strong foundation for the new ISBs once established.
