Toitū te Waiora has successfully concluded its review of three Prisoner Management qualifications, which have received approval and publication from NZQA. While the qualifications were generally considered fit-for-purpose by the sector, some minor adjustments have been made to enhance the content. The revised qualifications are as follows: 

• New Zealand Certificate in Prisoner Management Level 3 [Ref: 2658] 
• New Zealand Certificate in Prisoner Management Level 4 [Ref: 2659] 
• New Zealand Certificate in Prisoner Management Level 5 [Ref: 3877]  

The changes 

The most noticeable change is the update in terminology from ‘Offender Management’ to ‘Prisoner Management’ – in line with the Corrections Act 2004. We are pleased to be able to align these qualifications with best practice.

The review 

Throughout 2023, extensive industry consultation occurred, incorporating valuable insights from various stakeholders across the Prisoner Management sector. Representation from the Corrections Association of New Zealand (CANZ), Serco, and the New Zealand Corrections Government Training Establishment (NZCGTE) contributed to the refinement process. Changes were implemented based on sector feedback, with public consultation providing an additional opportunity for input. 

What is next? 

Looking ahead to 2024, our commitment to collaboration with the sector remains steadfast. We will actively engage in the development of new skill standards that align with sector needs. In response to the dynamic nature of the Prisoner Management workforce, we recognise the importance of flexibility in knowledge and skill development. Therefore, we are working with training providers to explore the creation of stackable micro-credentials – based on skill standard assessment – to support individuals in advancing their learning journey and professional development.
