The Toitū te Waiora Workforce Development Council will be closing operations from 19 December, and disestablished from 31 December 2025. The Education, Health and Community Industry Skills Board will pick up its functions.

Early Childhood Education Workforce

Toitū te Waiora partnered with the Early Childhood Council to produce the ECE Workforce Report.  This report presents new information about the ECE workforce, and includes a workforce forecast model that forecasts demand and supply of ECE teachers out to 2035.

The report has been published along with the workforce forecast model and the underlying datasets and metadata. The information will be available here until December 2026 and we encourage others to conduct further analysis and build on the work we have started.

With disestablishment of Toitū te Waiora in December 2025, we have gifted the workforce forecast model to the Ministry of Education, and the Education, Health and Community Industry Skills Board will assume the responsibilities previously performed by Toitū te Waiora in relation to ECE.
